Plymouth's Police Department provides a full range of services with 14 full-time officers and an auxiliary staff of four volunteers. The Department was recognized in 2000 by the Governor's Highway Safety program, National Highway Traffic Safety Administration for its low number of injuries and fatalities.

Plymouth's outstanding Fire Department is made up of about 35 volunteers who dedicate time and effort to protect the residents and businesses of Plymouth.

Veolia Water has operated the town’s Public Works Department since 1995 with a current staff of 13 employees. Services include:

  • Water treatment/distribution system operation and maintenance
  • Water meter reading
  • Wastewater collection/treatment system operation and maintenance
  • Wastewater lift station maintenance and repair
  • Street/right-of-way maintenance
  • Sign maintenance
  • Fleet maintenance

Water bills are included with garbage disposal/landfill bills. Payments are made to the town by mail at PO Box 806, or in person at Town Hall, 124 E. Water Street, Plymouth.

Plymouth's Waste Management services are contracted with David's Trash Service, Inc.
Household and business collections are made on Mondays, Tuesdays and Wednesdays. Residential Customers are allowed two (2) brown goods (mattresses, furniture and non-metal goods) and two (2) extra bags of house hold trash not to exceed 40lbs weekly. These items will be picked up on your regularly scheduled pick up day. If you have additional items that need to be disposed of you can contact David's Trash Service for an cost estimate for a special pick up or contact the local landfill. See below for landfill hours of operations and restrictions.

Appliances are picked up on Thursdays.

No C&D (construction & demolition debris) pickup. Clean C&D may be taken to the Washington County Landfill.

Plymouth's Yard Debris services are contracted with Roanoke Sand and Gravel. Residential yard debris collections are on Monday and Tuesdays. Yard debris consists of limbs (no longer than 4ft in length and 6 inches in diameter), natural wood, leaves, grass clippings and pine straw. Please bag or can your debris, if possible.

Do not mix construction and demolition debris (nails, metal, scrap lumber, etc.) with yard debris.

  • Monday - Friday from 8:30 to 4:30.  

  • Saturdays from 8:30 to 1:00 p.m. 

  • Closed on Holidays

At no charge for up to 2 tons, Residents may take their own yard waste, construction and demolishing debris, appliances, as well as up to 5 rimless passenger car tires per county resident per year.

When landowners hire a contractor to haul debris, such as larger amounts from the demolition of a building or outbuilding, a $42 per ton charge is issued. Tickets are made at the landfill based on tonnage at the time the contractor delivers the debris. The contractor then delivers a copy of the ticket to the homeowner. A separate copy is sent to the Town of Plymouth and the homeowner's water bill will include the amount due, along with the normal garbage disposal fee.

The Planning and Community Development Department administers the Planning, Zoning and Code Enforcement Regulations for the Town of Plymouth.  The Planning and Community Development Department administers and enforces the Planning and Zoning Ordinances, Subdivision Ordinance, Minimum Housing Code, and Nuisance ordinances. The Department also brings all planning-related matters before the Planning Board, the Board of Adjustment and the Town Council.
